For the ceremony, the partner is supposed to come up with a reason for why the other person is being presented with the key to the city, which is then stated as part of the script. In our ceremony our reasons were "for being a perfect stranger" and "for being the friendliest person in line", but I'm sure other people had much more heartfelt reasons.
